Company Registration vs Business Licensing
SSM Company Registration
Creates the Malaysian company and establishes its corporate identity, shareholders, directors and registered business activities.
Business Licensing
Allows or regulates particular activities, premises, products, professional services or industries where additional approval applies.
Current SSM guidance states that a private company requires at least one director ordinarily resident in Malaysia. Company incorporation is completed through SSM’s company-registration process, with a current registration fee of RM1,000 for a company limited by shares.

Business Premises & Signboard Licensing
Businesses operating from physical commercial premises should identify the requirements of the local authority responsible for that location.
The requirements can depend on the municipality, premises type, business activity and signage. This is why the licence assessment should be based on the exact address rather than using one generic Malaysia-wide premises checklist.

External signage may be subject to separate local-authority design, language, placement and application requirements.

WRT & Foreign Participation in Distributive Trade
Foreign-owned businesses involved in relevant wholesale, retail and distributive-trade activities should assess the applicable KPDN foreign-participation framework.
WRT should not be presented as a licence automatically required by every foreign-owned company. The actual distributive-trade activity and business format must first be identified.
Manufacturing Licence in Malaysia
Manufacturing businesses operate under a different licensing framework. Under the Industrial Co-ordination Act 1975, manufacturing companies meeting the prescribed thresholds are required to apply for a manufacturing licence.
MIDA currently states that manufacturing companies with shareholders’ funds of RM2.5 million and above, or 75 or more full-time paid employees, are required to apply for a manufacturing licence.
Manufacturing-licence applications are administered through the Malaysian Investment Development Authority (MIDA) under the Ministry of Investment, Trade and Industry.
CIDB Registration for Construction Businesses
Construction businesses have a separate regulatory structure. CIDB states that contractors, whether local or foreign, must register with CIDB before undertaking or completing construction work in Malaysia, subject to the statutory exemptions.

Import & Export Businesses May Need Product-Specific Approvals
Registering an import-export company does not mean that every product can automatically be imported or exported without additional checks.

How Long Does a Malaysian Business Licence Take?
There is no single processing time that applies to every Malaysian business licence.
A local premises licence, construction registration, manufacturing licence and sector-specific approval are administered through different processes and authorities.
